the other choice would have been to stand by the adminsitration's first impulse: blame the victims for living in a hurricane zone and for not evacuating. after all (we were frequently reminded in the first few days)they did receive advance warning. i mean hell they could have walked out of there even if they had no car, no money and no place to go. or they could have chosen a different life - as a criminal white oligarch, for example.
